Procedural Regulation for Determining and Meeting Demand
The General Publication on Customer Product Management (CPMCustomer Product Management) is a procedural regulation for determining and meeting the Bundeswehr demand. The central standards defined in the CPMCustomer Product Management document aim at shortening the time required for the development and procurement effort as well as harmonization processes and at reducing the administrative workload. The aim is to be able to meet the identified Bundeswehr demand faster and in a cost-effective manner by streamlining the pertinent procedures.
Furthermore, it is intended to arrive at a clear distinction between military and civilian responsibilities in the Bundeswehr and to meet demand on the basis of a Bundeswehr-wide capability analysis. According to the CPMCustomer Product Management document, proofs of producibility are to minimize the risk prior to a procurement decision in the Bundeswehr and give priority to off-the-shelf or commercially available products.
As a consequence, the implementation of CPMCustomer Product Management standards results in the optimization of cost, performance and time and leads to a more economical use of budgetary funds.
